VWCS Board of Education Special Meeting: October 7, 2025

Van Wert City Schools treasurer Troy Bowersock presented his five-year financial forecast to the board of education in a special board meeting held at the Goedde building.
VAN WERT — The Van Wert City School District held a special meeting on Tuesday, October 7, to review and approve its five-year forecast.
According to Troy Bowersock, the district’s treasurer, the forecast is a fluid document used for planning purposes both short-term and long-term.
“Our revenues are what they are. There’s not a lot of growth at this point in time. The state changes things and we don’t anticipate the state changing things to our benefit or additional levels of some sort. In today’s climate, that’s a slippery slope,” Bowersock said.
The district has chosen to continue looking at things from a five-year perspective, despite changes in state legislation that have reduced the need for a five-year forecast. House Bill 96 changed the format of the forecast, presenting three years of actual information and four years of projected information.
“We look at things for facilities planning for a five-year perspective, so it makes sense to look to tie our finances and look at it over the broader and longer range,” Bowersock said.
Bowersock’s main concern about the forecast is the potential impact of property tax reform on district funding. He noted that changes at the state level could result in reductions to local or state funding, which would need to be monitored closely.
The district has chosen to continue looking at things from a five-year perspective because it looks at facilities planning for a similar timeframe. This allows the district to tie its finances and look at them over a broader and longer range.
The special meeting, held at the Goedde Building, was held to review and approve the financial forecast, which will help guide the district’s decision-making process moving forward.
